SAM is an open system for the strategy management of associated control procedures. It consists of the software components Strategic Component (STRAK), SAM-User Interface and the XML-based external interfaces (SAM-EXT) which enables the integration of any control procedure in SAM. The major tasks of SAM are as follows:

Communication:
In a data network SAM serves as an interface between external systems and the control procedures. Independent communication components enable a controlled transfer of different data from traffic information centres to further evaluation tools.

Control:
SAM optimises the current traffic situation as well as manages defined special traffic conditions by means of strategies. These strategies consist of individually compiled control alternatives published by the control procedures.

Visualisation:
For the processing, supply and presentation of the traffic status data SAM consolidates the heterogeneous data of the control procedures and visualises the effects.
